Turns out it was a bad temp sensor. I have to give credit to Bill at BinderPlanet for helping out over there too and for having this great spreadsheet to check voltages!
This issue solved... on to the next one......

Yeah when the CTS goes bad it reads -40C and ads fuel for choke like crazy! Data would have shown that...

I bought the AutoProm and TunerPro RT in the APU1 package from Moates.... Just don't know how to use it yet
It'll start now but runs like poop. I did just figure out how to get logging enabled and thought I was emulating through the AutoProm but not sure. Unfortunately, the truck is 40min from my house and can only work on it in spurts. My friend is the fabricator and owner and I agreed to help him with this project (or better said, I was "assigned" the wiring and computer work) So...
I'm going to do some more reading and get on the tuning side of the project. I'll leave this thread intact with the no-start problem so it's easier to search to help others who may have the same problem.
