    For a novice EFI Tuner, I can certainly understand the challenges reaching a decision.

    Many gearhead-efi members started their tuning ventures with the 1227747, including myself. The 1227747 is affordable, and is well supported by the aftermarket. Focusing on the option of the Edelbrock Vortec MPFI system, I think most gearhead-efi members would agree you have narrowed down your choices to good, better, and best options.

    Good - 1227747 with a custom MPFI chip.
    Better - 16197427 with MPFI modifications and custom MPFI chip / or Dynamic EFI Port Modification
    Best - 12200411 OBD2 PCM

    It would be challenging to get a consensus from the gearhead-efi community on which option (good / better / best) to choose, because each member has different EFI Tuning skills and budgets to work with.

    I would personally choose the "Best" option. I'm sure there are several gearhead-efi members that are thinking back to the many good learning experiences they had with the 1227747.

    I think most gearhead-efi members would favor using factory or factory based EFI computers.

    I am leaning heavily towards the Dynamic EFI setup.

    I don't think that the 411 will control the TCC lockup or the cruise control but I may be wrong

    That's one of the better options. For what it's worth, the combination of the the Moates.net Ostrich 2.0 & 16197427 with MPFI Mod is a lower cost option that is on "PAR" with Dynamic EFI setup. The Ostrich 2.0 eliminates the need to burn chips, it's a chip emulator that can be flashed just like the Dynamic EFI setup. The Ostrich 2.0 can be flashed even when the engine is running for instant real time tuning! The 16197427 can be programmed for 700R4 TCC control. The 16197427 has two fuel tables and two spark tables, somewhat similar to the '0411! The 16197427 is plug-n-play ready for either a 4L60E / 4L80E upgrade. The 700R4 is a good transmission the 4L60E & 4L80E are better and programmable transmissions!
