$0D 16107427 CL Rich BLM cold = Lean BLM hot

I'm having an issue with tuning a 1228746 $61 to 16197427 $0D conversion. The title pretty much explains it.

    Engine is a 91 Camaro 305 TBI

    Fast 355 $0D 700r4.xdf
    A217 $0D TPS v250.adx

On a cold cold-start (55* morning) vs. warm cold-start (80* afternoon), my VE tuning when warmed up (185*+) changes from -10% BLM to +10% BLM no matter where I set my main idle/off-idle tables. This happens throughout closed loop during either condition.

If I retain the PCM's memory from the morning, it will hesitate after a warm start UNTIL closed loop, where it can swing the other way (cold started BLM ~120, INT 140+ to warm started BLM 138, INT 113-).

Is this normal operation, or is there an initial bias that I'm missing somewhere?

My experience is similar. I run $0D in a 1995 k1500. It goes closed loop around 0 degrees Celsius coolant temp. It pulls fuel until normal temp. If I sit in traffic and the coolant temp comes up the ECM adds fuel.
    1995 K1500, Stock LO5, 4L60e, 3.73 gears, 265/75-16 tires, L&L Products Ultra-flow headers into 2-1/2" Y-pipe and 3" single exhaust

I've posted an Excel Wide Band O2 (WBO2) tuning spreadsheet here: http://www.gearhead-efi.com/Fuel-Inj...g)-Spreadsheet

The spreadsheet can be very helpful for both closed loop and open loop tuning.
