When I last purchased an OBDII definition they were $100. Yes you're correct, I realized after wards the 80$ is for vehicle licensing not the program. I only have bolt ons on the Vette, and the Camaro is a fully built top end with a cam and bolt ons, so I will get OBD1 Software for it and the Vette will have to wait.
