7747 TCC Signal Pulsing-700r4 Converter Will Not Lock

I have 69 Camaro, 355 with 700r4. I have been tuning/running a modified AMUR bin. I have had a fair amount of success tuning but cannot get tcc to lock. If I connect terminal A and F on ALDL while driving I get lockup in 2,3 and 4. Then I got the idea to connect an LED from +12vdc to Terminal F to see if I got any signal from ECM for lockup. I do get a signal but it is a pulsing signal, not enough for solenoid to stay energized. Then I thought I would try another bin file. I chose a modified ASDU file as Eaglemark(RIP) had said he always starts with that file. ASDU bin reacts the same as AMUR, a pulsing signal. Does anyone know why the signal would be pulsing and not a steady output? As a last resort I would use some external controls but I would like to get the ecm to work. Any help would be appreciated. Thanks, Steve

Sorry. Just saw the timing/tcc post by kevinvinv. I think I will go back to my original AMUR bin and try again. In the meantime if anyone has any ideas, please let me know. Thanks
