Mostly you're changing the shift tables.
Keeping it out of 4th longer below 60mph is just putting no values <60 into the shift curve for the 3-4 shift.
By more aggressive downshifts, I believe you mean they happen with less throttle compared to a stock setup. To get that, just put the downshift curves tighter under the upshift curves. Match the top of the shift curves and the kickdown table values so odd things don't happen going in and out of kickdown.
Personally, I use a s-curve for the shift curves. Starting at the minimum shift speed, I start ramping up quickly at around 30% throttle and so the curve goes flat for the last 20-30% throttle. Google Image s-curve if you're not sure what I mean by that type of curve. For all-out performance, drive at 10%, 20%, 30% and 40% throttle in each gear and note the steady state speed achieved. Then, make a curve that shifts a little below that speed following the S shape up to the red-line shift speed. Realistically, this will only likely work for the 1-2 and 2-3 shifts but it gets you a general idea. Then, work from there and adjust as you like.
The torque converter is a couple of tables. First try adjusting them to get it how you want similar to doing the shift curves.
If a 96 LT1 car could be had with the performance switch then you can add it. Try to find a wiring diagram for a 96 that shows it.
