MYSTERY SOLVED! I'm an idiot. On the burner 2 it says "notch toward handle" so I've been installing the chips all the way to the top. While the lower part of the burner clearly says (in very small print) CHIPS ALLIGNED WITH BOTTOM. So thank you for all the help. I went and re-tested, and to my not so surprise..it works.

ok I set the injector flow rate to 58 and I am still way lean, also it hunts for idle. This was a cold start.

Dave check the open loop afr vs. temp vs vacuum table values, in the other bin vs this one. I just changed them in this bin. I'll burn the chip and try it in the morning. The original values seemed very lean. I don't know if it is the cause of my lean open loop but it seemed like a good place to start

Tuning is mostly Trial and Error, your headed in the right direction by adjusting open loop afr vs. temp vs vacuum table to add more fuel during open loop. It's logical to expect changing a value in the open loop afr vs. temp vs vacuum table value from 15:1 to 14:1 will "add fuel".

ok I drove it today and datalogged it. I think this thing is lean all the way around. where would I start to add fuel across the board? I would think on a cold start warm up afr would want to stay between 12.5-13.5 ish. I changed a few things and got a more steady idle but it is very lean. Under a load it has a lean "pop" and then it tries to come back. Here is the log and the bin

correct me if I'm wrong. but I was thinking cold warm up afr should run a touch lean to help it warm up faster?

you could boost your bpw up and make sure your highest numbers on your VE tables don't add up to over 85
