Hey there Rick! I've got a 94 C4 that I have the same question about. Looks like we're not the only two in the boat here. There's a couple different programs you can use to modify the fans kick-on temp, TunerPro is a free program if you wanna check it out. I think it can be used for that but I haven't tried it
I myself am needing to flash my new PCM for my C4 before I can actually muck around with tuning, so I'm a bit stuck atm :/

then on Moates.net they sell either of the two
USB to OBD cables for laptop to car interface.
I did find one of the free bin files and downloaded a copy.
Im of course trying to find someone that has actually done it
as I'm not going to experiment and turn my ECM into a brick.

fbodytech has an archive of stock bins to experiment with
I say Ebay a working ECM or 2 and keep yours as a spare. If anything ever bricks or go wrong you can swap back. If you set an alert you can catch some for cheap.

It was a site I linked off of the fbodytech site. It let you pick type of mods and generated the bin. I picked lower fan turn on temp and overall stock motor. If you want it just let me know I will email it to you.
i wouldn't use that bin for a vette. you'll want to make the changes manually with tunerpro
One cooling suggestion I'd recommend that has nothing to do with tuning is to make sure the steam tube from the back of the heads is open / clear. Also, and more important is seeing that the aluminum line feeding from the tee at the top of the radiator back to the pressure tank is cleared. When I bought my 95 a few years ago I found this line to be completely plugged with stop-leak. With this line plugged the air in the system can never find it's way to the pressure tank, creating hot spots in the heads and generally reducing the cooling system's efficiency. Be warned, there's a 0.0625" orifice on the end of the aluminum tube at the front where the rubber hose is crimped on. If you try pushing a piece of wire through to confirm there are no clogs it will stop there.
Also, a 160F t-stat off RockAuto, along with dropping the fan turn-on temps helps immensely. Even using A/C on a hot day mine hasn't been over 200F since a complete rebuild (including 160F t-stat).
