1991 Corvette VATS Question

So I pulled the bin from a 91 corvette that my buddy is doing a swap with and noticed that the vats was not enabled. This is a factory chip with the delco tag on it. Code AXCR. I found this to be strange. Did gm have the vats disabled on some of these cars from the factory or am I looking at something wrong. I have attached the file so you guys can take a look.

VATS is turned off in that file but the error codes for VATS are still enabled.
Not sure if that would come from factory that way.
That's an odd combination of settings.
