Another option for $0D efan control

I'll try again this afternoon. I'm connecting the positive lead from my volt meter to the cigarete outlet is there somewhere else I should be connecting?

The cigarette/cigar/power outlet is an iffy place for a power source since the positive lead is center of bottom of socket and barrel is ground. Maybe find a dedicated source from fuse box...
