1993 corvette TCC lock/unlock table vs scalar, Scalar not applicable?

I guess just because it shows up doesn't mean it does anything?
My cars TCC locks up at 42 mph and unlocks at 38 mph. Throttle position has no effect.
It seems to follow the charts on the left. On the right are scalars, it never does anything like shown on the scalar charts.
So, is it safe to say the scalars for tcc don't do anything?

I'm going to change the TCC lock/unlock mph soon. It would be nice to have it unlock at 0% tps while coasting, but I guess thats not possible. Or just activate the scalars and have it lock up by tps. Is that possible?
    Thanks.Attachment 8450
