After looking at the '746 schematics again the fuel pump relay is not connected to the vats system so either he is not actually burning a chip or there is another issue. Since he has a bin with the bcc ANTT then he has to have an '89 model F-body which is what I have so I might be able to help if there is another issue. My other '89 Formula actually had the same ANTT calibration in it originally. First we still gotta see if he is burning a new chip though.

I'm not exactly sure how 1228746 does it, but in others the ECM/PCM will turn off BPW, so no fuel! I've never seen one to fuel pump relay? Starter relay yes!

Some vats systems were tied to the fuel pump relay and some weren't. The guy said that he was working with a '746 ecm and ANTT bin which would be from an '89 F-body 5.0 v8 TBI with auto trans. From the info that he has given so far I am assuming that he is working on said vehicle.

F-bodys are camaros and firebirds. All auto manufacturers have a naming system for their different platforms and GM traditionally used a letter for theirs. Since auto makers like GM have different brands that will all share a basic layout they will name the platform so that it has a common identifier to consolidate service manuals, parts catalogs, etc.
