I've said that earlier and hoped he was OK, don't even know him but he did a good thing for Tuners!

I doubt it was money, it does not cost much to keep a forum/website running. Time on the other hand is great. The way the website was closed for service/updates looks like he was doing an update, something went bad? It never recovered.

It's still registered and still hosted so there may still be a data base?

It's the same software as here so I tried the Admin Panel, knowing I can get to it but not knowing the password that is as far as I would make it... it was not there? That's not good... but the data base is stored on PHP server and not website, so it could still be there?

It sounds like a database issue, but he is the guru to fix.
