1227165 ECM to control exhaust cut out.

I have an exhaust cut out that is vacuum controlled and snaps open using a vacuum solenoid activated by a switch on the throttle. I'd like to have the ECM control it so that is doesn't open until 4000 RPM. I've got a healthy cam and when the exhaust open at lower RPM I loose torque and it sounds rice-ish. So the algorithm would be "if TPS > 80% and RPM > 4000 = output. I've tried using the Air Pump Circuit but the parameter in the expanded 6e XDF are all "or" based for example 4000 RPM or LV8 > 90. The EGR circuit table are duty cycle and only go up to 2000 RPM so I cant use them...anyone know how I can accomplish this with the ECM?

a small patch could be implimented so that the AIR pump(or at least what the ECM thinks is the AIR pump) would have to meet both requirements.

the 7165 only has 8 outputs to being with, so i'm not sure how many you'll have available.
