1995 GMC Jimmy SLS, 4.3L, TBI, 4L60E, 16197427, BNHD, 16 Pin ALDL to USB. TOAD-scan won't connect. WinALDL won't connect. I have tunerPRO, but not RT (Not sure if that will datalog). I know tunerpro is to edit, i need a program to read and write. Obviously brand new to this, but moderately tech and engine savy. I really thought the new aldl cable would have been what i needed. I'm really starting to hate this "1 year" GM BS

I've only used WinALDL on the older slower 160 baud ECMs and don't think it'll work on a newer PCM. TunerPro is exactly as you stated and only allows you to edit the bin. If you want to datalog with TunerPro, you need the RT version and associated ADX. I know nothing from the description of your cable and capability of TOAD-scan.
when you say "read and write " do you mean the calibration?
pretty sure the 7427 is not flashable so you will be removing chips and putting them into a programmer
tunerpro rt will definitely datalog for you though
