What has changed with OBD2 flashing?

My fault for being away from this forum for a long time. A couple years back in order to flash for example a 2002 411 pcm you either had to buy expensive hardware and software or send your pcm off for flashing with a minimum credits cost of $100 plus shipping etc. (VIN and data)

Right now on eBay you can buy a complete flashed 411 pcm with vats and O2 sensors deleted for $120. Should I assume that the guy has an unlimited "credits" license or has it become easier to perform a basic flash (vats/o2) without licensed software? Just want to be able to do personal pcm efi conversions, had great success with OBD1 TPI and LT1 conversions with the help of this forum.

I'm building another Chevy dually (1994) and have a low mileage LQ4 6.0 engine and just picked up a NV4500 transmission to put behind it. Also found a 2002 LQ4 bin with manual transmission on this forum! Just need to get it in my pcm with vats/rear O2 deleted.

    Thanks

BTW: With the help of this forum I made the LT1 and 411 benchtop harnesses
