TBI does not have IAT, or MAT. It uses engine coolant temp.

Yes you can swap a 7427 if you would like, you would need a PCM, the two connectors and a memcal, and a chip to burn, I don't recommend using a memcal adapter...

Yes the starter wire should definitely not be hot all the time, if you find it, I'll bet you also find the source of the arc. Hope it's an easy fix for you.
