It could be volume...however that still doesnt explain the pressure drop. Something is causing it to happen only in a certain rpm range...and then it fixes itself at WOT.

Whether you roll into it slow or stab the gas the issue still exists. If you stab it fast it starts to run really rough for a few seconds and then can barely get back to running good for a few more...

yes pickups are welded aluminum tubing inside the tanks, I have no reason to believe they are obstructed.

Vent lines are clear and the gas caps do have vent holes in them and are also clear.

Where does that small hole vent to? The outside air or the return line?
