Well, with the air cleaner and throttle body sleeve (part name?) removed, you can put your finger in the IAC passageway hole and feel and listen for if air is sucking by when cranking.

You have to adjust the bin to fit your vehicle. You have to do dataloging. You've got some reading to do. :)
It sounds like you are missing several pieces of hardware. The ALDL cable will only allow for data and resetting trouble codes.
Check your fuses.
