Wrong MPH in EEHack and Scan9495 for LT1

I got my communication issue worked out and now I am having trouble getting correct speed into the programs, I am aware of the speed scaler and associated adjustment in the Instrumentation file. The issue I'm facing now is the actual speed indicated in the scan programs. They both indicate speed until about 15 then quit increasing. I've probably changed the logic somewhere but I can't find it. Anyone know where I might look in TunerCats ot TunerPro ?
