open loop idle 1227747

The are two scalers in the $42-1227747-V5.9.3.xdf that I don't understand. If I'm in open loop idle mode, fully warmed up, my AFR is commanded from open loop AFR vs temp table, right?

Lets say my desired AFR is 12.8. Does the open loop idle rich - limit scaler need to be lowered to something less than 12.8?

The reason I ask, is the notes in the open loop idle lean - limit scaler says,

"This is minimum allowable air/fuel ratio when in open loop mode. If the 'calculated AFR is less than this value, then this value is used for the desired idle AFR"

Should this note of been for the open loop idle rich - limit scaler?
