Just to close out this thread, it turns out that TunerCat 2.26 or 2.27 had the transient fuel flag mapped as one of the PASS-KEY flags (I forget exactly which one). I found it by accident when using TunerPro to do a diff against a stock GM file, and in TunerPro, the bit location (12028) was mapped to two functions. Looks like it's resolved in TunerPro $EEX v. 3.6 as of late 2015, but just for posterity's sake I'm posting on this thread.
It makes me wonder how many highly modified LT1 cars ended up with aftermarket engine management over the years because they turned off something labeled as VATS but was actually transient fuel and caused nasty tip-in leans...

heres a ee xdf with alittle bit more stuff in it than eex. Use at your own risk. still lots of stuff to figure out.

Wow, I'm just blown away. Incredible work!

For the tip-in you can try change values of this table "1240a airflow adder to value calculatd from maf VS RPM"
defined in the xdf. It adds airflow to maf value so it must be adding fuel that way.
Each line corresponds with different conditions map and rpm related (12406-12409 define the thresholds)
above 80 kpa and 2000 rpm use the last line 9, above 80kp and rpm between 900-2000 use line 8.
The value is some sort of multiplier so use cautiosly up or down and see how it reacts.

^thats the person you should be thanking i used his t and e side map.txt from the $EE Disection thread. i just did the grunt work of putting it in the xdf. some of that stuff still needs figured out like conversions.
