On a TBI, when a Regulator starts to fail, can it fail and result in HIGH fuel pressure, or is it more likely to fail like the fuel pump and result in LOW pressure?
Any other obvious symptoms which would identify the regulator as the cause?

i've seen regulators stick and over-pressure. it's extremely rare. over-pressure is usually an undersized or restricted return line.
