I'm just beginning this project, so please have patience. I cannot find xdf or adx files in Tunerpro (RT) or anywhere else for a 727 ecm from a "91 corvette TPI mtr. The chip is from a well known "mail order tuner" that I have given up on after 7 tries. I don't think I'll need a bin file, what's on the chip now is close to what I want, but it clearly needs more help.

it's a 7727 but that's not important, it's the mask you run that's important. that ecm was used on many different cars, each with different code.
with a tpi f-body, yours is likely $8D, so look in this thread,

Why when I download those files do they come up with a .php extension? do I have to re-name them?
-
try right click save as, or a different web browser.

Yup , you are using a new version of I/E , simply replace the ".php" file extension with ".bin" and save it with a file name you will remember . All will function fine .
