DataCAT Shows Incorrect Gear Selection. PRNDL Wrong?

I am trying to mitigate a 2/3 flair issue with no luck as well as troubleshoot the "TPS out of range".
Currently running smaller diameter tires than the original stock tires.
TPS shows [(0%) .51v idle] and [(100%)3.8v but I can press the pedal further and get a max of 4.3v]

However:



When I am in Park I get "Invalid 05"
