i would like to find the bin file for a 2006 silverado 4.8.

Can I assume that if the bin files are named the same number that they are identical??
other than DWC vs DBW

2006 Express 2500 4.8L DBC 4L80E 12606807.bin

2006_stock_4.8_4x4 os 12606807.bin

I'm thinking not identical. The could be differences, like rear axle gear ratio, fuel tank capacity, and other common differences between model options ( 4x4 vs. 1500 vs. 2500 vs 3500 ).

The number (12606807 for example) refers to the operating system and not the calibration. There can be major differences between different calibrations within the same OS. For example, one calibration may run a 4.3L V6 with a low res crank sensor, distributor, 4L60E, and cable throttle body, and another may run a 5.3L or with 24x crank sensor, distributorless ignition, 4L80E and drive by wire. The two would be totally incompatible with each other. You want to start with a bin that's at least close to the setup that you're running, and to make changes to the bin you'll need an XDF that matches the operating system. If you can't find an XDF for your OS, you may need to find a bin with a different OS, possibly from a different year vehicle, and make sure the OS is compatible with your engine/trans/options, and your PCM.
