I'm trying to make a list of everything I'm gonna need to do my vortec headed tbi build I'm doing after my wedding. I was wondering if anybody still does custom chips besides tbichips.com which I've heard plenty of negative reviews about. I dont have the equipment/trust in myself to do any of this myself and would rather have an experienced person do the tuning. Thanks in advance.

I've had good results using Bluecat Transmission Table Software for adjusting shifts for the 4L60E: https://forum.hptuners.com/showthread.php?44953-Bluecat-Transmission-Table-Software

There are a few guys here and LT1Tuning.com does. I can say most would really like a data log records with a wide band 02 sensor added.
