I see some activity over on eectuning.org related to the powerstroke engine tunes. It looks like Popsracing over on that site might have the definition files you need to tune those engines using Moates Quarterhorse and Binary Editor. A couple other guys were hacking some TwEECer files from a 2000 Powerstroke. It might be close enough to work if they will share it with you.
Join up over at EECTuning.org and do a search on Powerstroke. When you see some promising posts try a PM to the member that wrote it.

It appears that TwEECer has some Powerstroke support available - not the greatest setup from what I hear but if that's all you can get ...
Otherwise you might be stuck with SCT.

I also know of a site that claims to have DEFs and BINs for Powerstrokes that will work with the Quarterhorse but I have no knowledge of how good/legit they are. It is at;
