What is BPW offset vs BPW in $88?

In $88, there is a BPW vs pump volts, that i think is the same as low bpw vs volts in $24. My question is:
What is Bpw vs bpw (f94) table in $88? Is it some kind of adder? I'm looking at these table because i can't get my idle blms up and i think these may be my problem.
