You can work on your car because DRM does not stop you from hacking th eentertainment system..
You cannot defeat emissions devices through tuning because EPA says that is illegal.
Both stories are correct.

Funny thing is, any OBDII pcm that saves a CVN will report when a calibration brought in for an emissions test is not OEM.
