4L60E not shifting out of 1st need advise

Hello everyone
I have a 4L60E that I just rebuilt replaced all electronics ecm is a 16197427 $0D
transmission engages well but it will not upshift out of first gear attached is my first data log

I noticed that the 4x4 low scaler was turned on I went and changed it to zero still not shifting
also my speed meter doesn't work have it connected to the blue ecu speed input to ecm wire

in my data log it shows forward speed but input/output is not showing any speed I installed a Drac with dip switches at this point im at the end of my limited experience if anyone can give me some advice I would greatly appreciate it im out of ideas thanks in advance....

The speedometer should be getting a signal from the DRAC/VSSB directly, not the ECM. Since you're getting a speed signal in your datalogs and don't have any relevant error codes, that might not be your problem, but it could be part of it. I don't have much experience with the electronic transmissions, so there could be something simple in the bin that needs to be changed, but double check your wiring first. Here's a diagram. The colors might not be correct, but the pin numbers should be. Maybe someone else could chime in with what to look for in the bin?
