fuel pressure

hi, does anyone know what the fuel pressure should be for sure, I have seen 41-47 then another web sight 60-66 psi. 1996 s10 2.2 four cylinder, I have 40- 44 spark plugs are white like it might be lean.

41-47 with no vacuum applied to the regulator is correct.
