Use a Two Wire Ford AIC PWM valve woithout a controller

We're attempting to modernize an older Ford motor, and have installed a two wire Mustang Air Inlet Control valve (AIC) to add air to the intake when the engine is cold. However, we do not have an ECU with an available PWM output. Is there a standalone PWM driver that would run the AIC? Perhaps a fan motor controller with a knob on the dash?
